Cultivating Collaboration and Promoting Access Across Hybrid Workplaces
A GOVERNMENT TECHNOLOGY THOUGHT LEADERSHIP PAPER

Today’s government functions rely on hybrid technology to effectively communicate, collaborate and achieve goals.
Modern solutions must be able to provide an equitable experience for everyone while staying flexible enough to accommodate different workloads.
With the surge in hybrid work, organizations have been able to deploy various solutions and determine what works best for their unique needs. Now, with a more informed strategy, agencies can build resilient hybrid environments and take advantage of new operational efficiencies.
The benefits extend beyond back-end functions. Constituents expect seamless interactions, whether they are joining a city council meeting from home, renewing a license online or accessing updates after a natural disaster. Agencies that provide reliable and equitable ways to communicate and collaborate strengthen the public’s trust.
Closing the Gaps in Hybrid Collaboration
Not all collaboration tools are created equal, and legacy facilities often weren’t designed for today’s hybrid work. For example, long conference tables with a single microphone at the end make it difficult for remote participants to hear. Glass walls and reflective surfaces can create distracting echoes. Poor connections interrupt communications.
These barriers don’t just frustrate employees. They create real equity issues.
“With the right solutions, everyone gets to have their voice heard,” says Daniel Gohl, chief technology and strategy officer at HP Inc.1 “It should be the quality of your contributions, not the quality of your sound and video, that makes an impact.”
Agencies can’t rebuild every meeting space, but they can retrofit existing rooms by taking advantage of new audiovisual technologies and software powered by AI. Features like acoustic fencing, dynamic noise cancellation and intelligent cameras ensure that every participant can be seen and heard clearly, whether they are in the room or joining remotely.
Hybrid collaboration is not only about facilitating meetings. It’s also about how an agency maintains records, meets compliance regulations and provides information. The right solutions allow agencies to quickly provide meeting transcripts in multiple languages and process requests.
Innovative Solutions and Big Impact
Smarter spaces. Deploy AI to manage different meeting rooms, their schedules and the devices in each room.
Next-generation video and audio. Modern equipment should be able to track speakers, adjust to volume changes and block background noise.
Inclusive technology. AI tools provide real-time captions and translations as well as visual aids that enable magnification and reading assistance.
Project management. Track progress, share updates and assign responsibilities with tools that keep initiatives within budget and on deadline.
Document summarization. Extract relevant information from requests for information, permits or licenses.
Consistent communication. Automatically send out meeting notes, updates and reminders.
Employee development and retention. Support staff by using data collected automatically from their workloads to identify roadblocks in processes and where more resources should go.

Building a Robust, Flexible Environment
Agencies can run their solutions from the cloud, on premises or in a hybrid environment. No solution will apply to every organization. It’s up to each agency to determine which investments are right for their operations. However, it’s critical for every strategy to leave room for flexibility. Capabilities, populations and expectations can grow quickly.
“There’s no cookbook,” says Russ Nichols, senior fellow with the Center for Digital Government and former state CIO for California.2 “You just have to take information in, consider what’s best for your situation and future-proof yourself a little bit.”
Cloud services make it easy to deploy collaboration tools quickly, but they aren’t always the best fit for every agency. For smaller agencies, paying ongoing cloud fees for transcription, translation and collaboration services may strain the budget.
“Local government is saving a lot of money, speeding up services, and delivering more privacy and more security by doing everything on workstations that they own,” Gohl says.
Investing in high-performance workstations and AI-enabled devices enables agencies to reduce recurring costs, store their data locally, and enhance safety and security.
Preparing for What’s Ahead
Hybrid collaboration is evolving and becoming more important to government operations.
“Ten years ago, I would have said the DMV is always going to be the DMV, and I should expect that I’ll always have to stand in line,” Nichols says in regard to technology’s broad impact on public services.
Communities are also beginning to deploy next- generation emergency tools that allow 911 callers to communicate with first responders heading to their location by audio, video, geolocation and text. That means ambulances and fire departments will need to be equipped with the right collaborative tools, such as headsets, microphones and video screens.
The technology for enhancing any government operation already exists. What government leaders must consider is how quickly they can adapt their infrastructure, policies and workflows.
Ultimately, hybrid collaboration will bring about more equitable participation, stronger compliance and smarter government services. With the right mix of devices, software and AI-enabled capabilities, agencies will be able to create inclusive environments where every voice is heard and every interaction adds value.
